Japanese Prime Minister Shinzo Abe is in New York to attend United Nations General Assembly’s annual meeting. It’s expected that he’ll request Japan be added to the list of permanent members of the Security Council. While at the World Leaders Forum, Abe promised that Japan will not restart its shuttered nuclear plants until safety is restored to 100%. Cambodia's International Tribunal announced the second trail phase for two former Khmer Rouge leaders, Nuon Chea and Khieu Samphan, will begin October 17.
