No festival when I visited today.
I contacted tourism and was told that it was cancelled because of the Sewol tragedy with the country still in mourning (events are being cancelled in other cities, as well).
Because on-line calendars and festival announcements don't always get updated in a timely manner, it's probably a good idea to contact the tourist information line, (051) 1330, to verify whether an event has been cancelled or modified before you go.
