I would be interested as well. Dotted on the bottom slopes of the mountain I live next to are dozens of little garden plots, and I've always wondered if people have to have some sort of permission to garden there, or if they just do it regardless.
Incidentally if you didn't already know the best place to get all things garden and plant and flower is around the farmers market in Ban Yeo Dong (반여동)
About 5 years ago I had a link to a website or newspaper article that talked about co-op gardening which led me to believe that all those little garden plots here and there are rented. I even think I remember being able to rent/lease/use a 3 pyung space for something like 150,000 won a year.
Sadly, the hard drive that the link is on bit it a while back, but with some creative Googling, you may be able to dig up some English info (pun most definitely intended.)
