You may want to narrow your scope a bit, Busan is pretty large. Where do you live for a start.
Now, what do you mean by romantic? There are plenty of places that offer secluded little booths. Many with a curtain across. Just walk down any street and you will see dozens of such places. Often above street level though.
Ok, I am looking for something in one of the major areas like in Seomyeon, Nampo, Haeundae, or PNU area. I am looking for an open coffee shop, not a private room style where you have a tv. I want somewhere that is a little unique. I know many of them in Hongdae in Seoul, but not here. I care most about a decent cup of coffee and good pateries. Does that help?
CCC coffee house in PNU Take a right at Mr. Pizza walk about a block. Make a left at the "Christian restaurant" down a little alley/side street (look for the sign) CCC will be on the right. Lovely, very unique, great atmosphere, art and coffee.
the rain forrest coffee shop in the lotte hotel in seomyeon. you can go sit in a cave or under a canopy in the trees. it is a little expensive (hotel prices) but if you are taking a date or jsut want something quiet and relaxing, they/you may like it. just walk straight through the front doors. they have a pianist usually or some kind if band playing quiet music. there is water. it is nice. very open yet big also so many places to go hide. good pasteries as well. check it out.
