I am considering to study at Hanyang University that stays in Seoul, I have contacted the university and they responded me saying that the estimate cost of living for international students is 6,500 US dollars per year, around 541 dollars per month (595803.3 KRW), I would like to know from people who are living or have lived in South Korea if this amount is enough to cover living costs (will be living in university dorm), gas, electricity, water, food and personal expenses?

It depends what type of life style you want to lead. You could probably do it, but it would mean not eating out very much, and no alcohol or cigarettes. There are always specials at the supermarket, which would save you money. And you could also look into doing some tutoring on the side.
