Making U turns on Korean roads(and other rules we'd like to clear up!)

I've been googling this one for ages but cannot get a straight answer!

If I want to make a 'U' turn then I know I have to join the lane where ahead there will be a legal left turn available - the 'U' turn option is clearly marked and a little area before the junction seems set out specifically for the move. (The single line of the lane is broken)

My question is, can I do the 'U' turn before the signal to turn left is activated - that is when it may just be safe to do so, no matter the traffic lights, or must I wait for the left lane signal to activate? (I have been turning when safe but am worried with all these CCTV cameras and want to be sure, even if most Korean drivers seem to do the same)

(Also.....if I make a 'U' turn at any other place, no matter how safe, am I liable to a fine? Can we ONLY use these designated 'U' turn lanes?)

Thanks - good to know. You are also right about rarely enforced.....was in a line of 4 cars waiting to turn left, police van behind me.....car in front of me does U turn on red for us, the police van and I simply edged forwards.....

Will be careful but sometimes I must admit I get flustered by the amount of time I am expected to wait at empty/safe to turn junctions here. I would have expected the Koreans to use 'smart' lights, that is where the lights adjust themselves to traffic flow.....but I see no evidence of this. The waiting time is always long - which does make me understand a little more why so many fight to get over before the red light. Problem is, of course, this can be extremely dangerous.
